Your JTAG connectivity tests are failing. This means your JTAG connectivity is not good.

This is often the most serious of the JTAG connectivity test errors. Basically, the test failed to successfully circulate bits across the scan path. The most common cause of this some hardware issue with the scan chain, though a bad emulator could be the culprit. If you can try using a different target and see if that helps or not, we can narrow down the root cause.
